Dutch regulator has outlined eight focus areas for its activities in 2009. Priorities include preventing regulatory violations, such as through compliance programmes and better communications. The regulator will also focus on whether market parties are meeting their regulatory obligations and issue fines for any violations, in particular when consumers suffer from too high prices. Opta also wants to work more on consumer protection, including fighting internet and phone spam, misuse of premium services and unsolicited marketing. This will include publicising the ConsuWijzer service more and acting on consumer complaints as well as setting up the new do-not-call register. Other priorities for 2009 include increasing competition on the business users market, setting fair European roaming prices, stimulating investments in fibre networks and laying the groundwork for third-party access to the networks of major cable operators UPC and Ziggo.
