The FCC got 47,704 junk fax complaints in the year ending July 9, 2006, representing 102,004 alleged violations, the agency's annual report said. The Commission addressed 85% of the allegations by issuing citations or deciding a complaint lacked information needed to support a citation. The agency issued a notice of apparent liability amounting to $776,500 to First Choice Health ($776,500). It fined D.C. area-based Elf Painting & Wallpapering $22,500. Elf hasn't paid, so the FCC asked DoJ to start a proceeding to collect the money.
